Nadrzędnym celem Programu Infrastruktury Badawcze (ang. Research Infrastructures Programme) w ramach programu Horyzont Europa jest wzmocnienie Europy poprzez stworzenie światowej klasy i łatwo dostępnej infrastruktury badawczej, zintegrowanej z szerszym krajobrazem europejskiej infrastruktury badawczej i technologicznej.
Program prac w zakresie infrastruktury badawczej podzielony jest na pięć obszarów docelowych. Jeden z nich poświęcony jest Europejskiej Chmurze Otwartej Nauki. Jego celem jest ułatwienie rozwoju operacyjnego, otwartego i opartego o zasady FAIR ekosystemu EOSC (INFRAEOSC).
